We require written instruction from you requesting Swain to act as your representative which will give us the authority to complete declarations on your behalf. We are here to ensure we provide a solution, as your principle carrier, we will complete and ensure declarations are made in time, thus eliminating any unnecessary delays to the movement of your goods and you remain totally compliant with any export or import customs border declarations.
Irrespective if Swain is your primary freight carrier, we can and will assist with the production of customs entry declarations, if we are not your primary carrier, this service is known as Customs Brokerage.
PREPARING TO MOVE TO THE CUSTOMS DECLARATION SERVICE (CDS)
HMRC will be closing the CUSTOMS Handling of Import and Export Freight (CHIEF) system. The Customs Declaration Service (CDS) will be the single customs platform.
GOVERNMENT MANDATORY CHANGES
The customs procedure for handling your clearances for both import and export declarations is changing from (CHIEF) to the new Customs Declarations Service (CDS)
CHIEF Services will be withdrawn in two stages:
- AFTER 30 SEPTEMBER 2022 IMPORT DECLARATIONS CLOSE ON CHIEF.
- AFTER 31 MARCH 2023 EXPORT DECLARATIONS CLOSE ON CHIEF AND THE NATIONAL EXPORT SYSTEMS (NES).
WHY IS CHIEF COSING?
CHIEF is nearly 30 years old, CDS is more resilient and reliable and fully compliant with the Union Customs Code and has the flexibility to grow in line with trade plans for a most efficient customs system. Swain customers will be migrated to CDS but we will need your assistance to successfully implement this. We will require additional information that was never previously required due to mandatory changes in CDS that HMRC will now require in order to custom clear your goods.
ACCESS TO CDS WILL BE ON GOV.UK VIA A GOVERNMENT GATEWAY ACCOUNT:
CDS allows traders to gain access many of the reports previously sent out to them, example import and export data, tariff checks, applications to apply for authorisations & simplifications, also to check duty deferment payments online. CDS offers multifunctionality all in one place. Once registered:
- You will be able to access your Financial Dashboard.
- You will be able to access the secure file upload service if you need to send HMRC supporting documents such as licences and certificates of origin.
- You will be able to gain access to check your duty deferment payments online.

- HAVE YOU OPENED A CDS ACCOUNT ONLINE?
- HAVE YOU OPENED A CDS DEFERMET ACCOUNT WITH A NEW GUARANTEE?
CDS payments will reach HMRC via a different electronic pathway, a new guarantee will need to be set up with your bank. We would anticipate a high volume of applications; therefore, we advise you to initiate these changes now.
